be twelve, and, if the bonus were $100 for each mark, a maximum sum of $1,200 could be earned.

With regard to the amount of the bonuses it is considered that, in view of the cost to a candidate of the necessary training, $100 is not too much for the first stage of a second dialect. No bonus should be offered for more than two additional dialects. The passing of English colloquial, Stage III, might perhaps qualify an officer as a candidate for prize appoint-

-menta.

The Board of Examiners should have discretion

to require officers announcing their intention of becoming candidates for Stage III to take regular courses at the Technical Institute, the fees being refunded to those who might qualify. The should also have discretion, before permitting a candidate to enter for any stage, to require a certificate as to his general ability from the Head of his Department.

The Student Interpreters should be placed under the charge of the Director of Education.

The cost of the scheme, as outlined above, should not be great. The amalgamation of the clerical and inter- -pretation branches, offering as it does a wide field of promotion obviates the necessity of granting special rates of pay for interpreters, and it is hoped that the inducements, in the shape of bonuses and the ear-marking of certain posts, will be suffici- -ent to secure an adequate supply of trained men. The scheme involves the granting to the present Higher, First and Second Grade Interpreters' posts of the new rates of salary recently approved for the clerical branch of the Service.
